Thanks to Dezzy Belle who took this photo and posted it on her Facebook page, the Philippine Animal Welfare Society (PAWS) was alerted of this cruel act and is now on the hunt for a certain Atty. Jose Yap, the registered owner of the vehicle in the photo. Unfortunately, Yap was not home when PAWS came by his house.
According to Republic Act 8485 or the Animal Welfare Act, Yap could be imprisoned for six months up to two years if found guilty of tying a dog to the back of a vehicle.
The photo had gone instantly viral after it was posted online yesterday.

Correct me if I'm wrong but wouldn't the person guilty be the person driving the car. The Baguio police should have apprehended the driver on the spot, knowing the republic Act 8485 or the Animal Welfare Act. Pointing you're fingers at Atty. Jose Yap, who is not the owner of the car is very biased and one sided. You are jumping to conclusions with out the proper investigation/ gathering of correct fact.
ReplyDeleteJason, I (Blaine Fewkes) have been a good friend and diving partner of Atty. Jose Yap for over 20 years and based on his kind and generous character I don"t believe he would purposely harm this poor dog or any animal.Lets hope the dog is OK and that this type of cruel act does not happen again.
DeleteHi, Jason. I agree that there were a lot of things that should have been done by a lot of people, foremost of which is letting this poor dog be maltreated. As per the news report, the owner of the vehicle was verified as Atty. Jose Yap, based on LTO records as well as the interview with Yap's house helper conducted by PAWS. It is possible that someone, perhaps Yap's driver or friend or relative, may have used his car and that person or someone else may have had the idea of putting the dog in a sack. Whatever the case may be, it is Yap's property that was publicly displayed as being connected to the maltreatment of this animal.
ReplyDeleteI know that it is very sad to see such a thing happen to this poor dog. The mistreatment to animals is simply horrid, and punishment should come to those that commit this. Although your information is false. Because as i stated, Atty. Jose Yap is not in any way involved in this matter. Excuse me for saying this but I don't think LTO is a very reliable source. Judging by the corruptness of the system and the Government of the Philippines. All I want to say is learn to be thorough investigation. All the evidences gathered from the people, doesn't seem to credible.
